Keynote Speaker: Texas State Senator Larry Taylor (District 11)
Senator Larry Taylor serves as Chairman of the Senate Committee on Education and as a member of the Senate Finance, Business and Commerce and Higher Education Committees. He also Co-Chairs the Joint Interim Committee to Study a Coastal Barrier System, aimed at identifying methods of storm protection along the Texas Gulf Coast. In 2015, Lieutenant Governor Patrick appointed Senator Taylor to the Legislative Budget Board, a permanent joint committee responsible for developing budget and policy recommendations for legislative appropriations. Senator Taylor represents Senate District 11, comprised of portions of Brazoria, Galveston, and Harris Counties.

John Griffin, RPLS
John Griffin, RPLS spent 7-years at NASA, Johnson Space Center in industrial surveying for the James Webb Space Telescope. He instructed survey math for 15 years for the TSPS Survey Short Course. John served TSPS as Chapter President, State Board of Directors, and State Secretary/Treasurer.

Gary Kent, PS
Gary Kent, PS is Chair of the NSPS and ALTA Committees responsible for the ALTA/NSPS Standards since 1995. He served on the Indiana State Board of Registration for Professional Surveyors since 2004 and has presented programs in all 50 states and two European countries and regularly serves as an expert witness in survey/title related cases.

Joe Paiva, PhD, PS, PE
Joe Paiva is CEO of GeoLearn an online continuing education company; he is one of the faculty and teaches courses on state plane coordinates, errors analysis and unmanned airborne systems or drones (his favorite). Longtime educator, past and current of undergraduate surveying courses and continuing professional education for 35 years. President of Surveying and Geomatics Educators Society (SaGES).

Jullian Rivera
Jullian is an Aerospace Engineering Ph.D student studying Geodesy and Orbital Mechanics at the University of Texas at Austin. He is working as a graduate research assistant at the Center for Space Research under Dr. Srinivas Bettadpur and Mr. John Griffin. His current project is to develop a method to achieve a Millimeter-precision survey of the McDonald Geodetic Observatory outside Fort Davis, TX using existing state-of-the-art surveying and metrology equipment and techniques and to compare those results to GNSS observations and the Global Reference Frame.

Gary Schwantz, PhD
Dr. Gary Schwantz has a Ph.D. in Family Consumer Sciences Education from Texas Tech University – his focus in those studies was adult education and customer service in industry and education. He has been teaching as adjunct faculty at Texas Tech University for 18 years. He currently teaches in the College of Media and Communications. Gary has been speaking and teaching for years, but about 9 years ago made the jump to doing public speaking as his life’s work. One of the common themes in his presentations is to live life as an adventure – so he finds himself practicing what he preaches.

Doug Turner, RPLS
Doug Turner, RPLS has been surveying in Texas for 40 years. He obtained as Associate of Arts degree in Civil Technology in 1975 and has progressed from Rodman in 1969 to Survey Director for IDS Engineering Group, a Houston based consulting firm with offices in Houston and San Antonio. He is a past Director for TSPS and is currently the TSPS President.

Jan Van Sickle, PhD, PLS
Jan Van Sickle has many years of experience in GIS, GPS, surveying, mapping and imagery. He has advised Anadarko, IHS Energy, Chesapeake, Microsoft, Intermap, Jeppesen, Geoeye, Hess, Laredo, Enserca, Digital Globe and others in geospatial matters. He is a Senior Lecturer at Penn State University and teaches at the University of Colorado Denver. Jan earned his Ph.D. in geospatial engineering from the University of Colorado.  He has been a licensed professional Land Surveyor for thirty-six years, is currently licensed in Colorado, California, Oregon, Texas, North Dakota, West Virginia and Pennsylvania.

Frank Willis, PLS, PE
Frank Willis is a PLS, PE in Civil Engineering, PE in Environmental Engineering and Professional Geoscientist. He holds a BS in Civil Engineering, BS in Biology, Master of Engineering and PhD in Engineering and Applied Sciences. Mr. Willis owned Willis Engineering, Inc. from 1980. The company provided civil infrastructure design and land surveying. He had between 1 and 4 survey crews that did mostly boundary work. Mr. Willis sold the company to a national firm in 2004. Most of Mr. Willis’ time now is spent in forensic engineering and forensic surveying.
