Raymond Amador Jr. 

Raymond has served in the U.S. Army for 17 ½ years. Significant decorations include a Bronze Star Medal from deployment in Desert Storm with the 82nd Airborne Division, the Meritorious Service Medal, and the Master Parachutist Badge. He has also been honored with several foreign awards: Canadian Parachutist Badge, Ecuador Parachutist Badge, Ivory Coast Parachutist Badge and Spanish Parachutist Badge. Between 1992 and 1995, he served as Chief Surveyor, 18th Airborne Corps Field Artillery for the U.S. Army Rapid Deployment Force capable of 18 hours no notices worldwide deployment for combat operations for a limited contingency operation.

Raymond has shown tremendous leadership skills and has been highly active in supporting the veterans after leaving the military. Raymond is extremely patriotic and committed and is a selfless supporter of his fellow Veterans and Americans. On December 5, 2019, Hart Energy Magazine honored a select group of 25 military veterans, Raymond was one, for their contributions to the energy industry and for their continued service to the veteran community in civilian life. They were honored as the first-ever "25 Impactful Veterans in Energy". In addition, Raymond was recently nominated and unanimously voted to be the National Society of Professional Surveyors (NSPS) Military Liaison, Military Committee. The Committee was created to assist NSPS to get access to the Department of Defense (DOD) in the hopes of developing a program where the Survey Professional can educate the Service members about opportunities in the Survey Professional through all Military Installations. This is currently being pursued by congressional support by a bill that was written by NSPS, Military Committee.

Paying it forward

Raymond has been an Active Life Member of the Veterans of Foreign Wars (VFW) Post 12024, The Woodlands, Texas, Senior Vice-Commander (2014-2017) and Life Member of the 82nd Airborne Division Association

He was Master of Ceremonies for the 2015 Annual Fundraiser for Pregnancy Assistance Center North (PACN), The Woodlands, Texas with Olivier North as the Guest Speaker. PACN is a non-profit pregnancy medical clinic that serves women and men in need by offering “whole person” care for sexual health and pregnancy decisions. Also, Raymond was a Guest Speaker, Memorial Day Tribute to Heroes 2016, Forest Park Funeral Home and Cemetery, The Woodlands, Texas

Raymond serves as a General Board Member of The Living Legacy Center, a charitable organization, which was created to protect the community’s seniors, veterans, and those with special needs. Some of the services provided by the Center include estate planning, guardianship, special needs planning, Medicaid, and veteran’s benefits. He was asked to be the Master of Ceremonies for The Living Legacy Center, 1st Annual Fundraiser Gala (2018), in Houston, Texas.

In addition, Raymond was on the Board of Directors for Love Hope Ranch overseeing Public Relations, a faith-based Non-profit organization committed to our Veterans and First Responders affected by Post Traumatic Stress Disorder (PTSD) and their families. The mission is to heal the wounded, reunite families, and preserve our youth so they are well equipped to become leaders of tomorrow.

He also served as the Montgomery County Community Leader for Combined Arms, a dynamic collaborative impact organization that is using an innovative approach to technology and service delivery to ease the veteran transition experience.  By providing comprehensive support to military members and their families as they transition to civilian life, Raymond supports Combined Arms to enable veteran transition to provide maximum impact to the civilian community.

Raymond was a Community Action Team (CAT) Member for Operation Deep Dive in Houston, a four-year research study, which examined the factors and potential causes involved in suicides and early mortality due to self-harm among military veterans. America’s Warrior Partnership, University of Alabama researchers and the Bristol-Myers Squibb Foundation have partnered for this study.

Raymond is currently the Vice President of Texas Veterans Outdoors (TVO). TVO is dedicated to being a charitable organization that provides a positive social atmosphere for Texas Veterans through outdoor education, activities, and events, focusing on the Veteran with their Family.

He is also an active member of the Veterans in Energy (VIE), Professional Development Committee. VIE was founded by military veterans from around the country who are now in the energy industry. The driving force behind VIE is to provide ongoing professional support, for members across the spectrum of positions within the energy sector and strategic partner occupations.

  
 

Connor Brown 

Connor G. Brown, RPLS/PLS, obtained his BAAS Degree from The University of Texas at Tyler in 2002, achieved licensure as a Registered Professional Land Surveyor in Texas in 2012, and as a Professional Land Surveyor in New Mexico and Colorado in 2016 and in Oklahoma in 2018. Connor is the Vice President of ELS Surveying & Mapping, Inc. in Tyler and has 26 years’ experience in surveying, including experience in boundary, ALTA, topographic, route, construction, and oil/gas projects in 85 counties in Texas and 2 counties in New Mexico.

Connor is a third-generation land surveyor and is an active member of the Texas Society of Professional Surveyors, both on the Chapter and State levels, having served as Director, Vice President, and President/Past President of Chapter 4, Chapter Representative of Chapter 23, and two terms as a State Director. Connor is a Past Chair of the TSPS Public Relations Committee and Past Chair of the TSPS Chapter Activities Committee. Connor was awarded the TSPS Young Surveyor of the Year in 2018, and received TSPS Presidential Awards in 2017 and 2018. Connor is also a member of the Board of Trustees for the Surveying Education Foundation of Texas.

  
 

Paul Carey

Registered Professional Land Surveyor and Licensed State Land Surveyor.Graduated with a Bachelor of Science in Geology from St. Mary’s University in 1978 and took Post Graduate Courses in Mathematics and Engineering at UTSA in 1981 &1982.

Paul has been married to Joanne Pacelli for 44 years and raised three children, one of whom, Stephanie Prosser, is a Registered Land Surveyor,RPLS 6847.

Paul has been working in Land Surveying since 1980, been a Member of TSPS since1985, established Carey Land Surveying in San Antonio in 1986, began to work cooperatively with Frank Kennedy of Medina Valley Surveys,Inc. in 1995 and succeeded Frank as President of Medina Valley Surveys in 2003.

Paul is a practitioner and advocate of “hands on” surveying (Surveyor in the field) and has personally made over eleven thousand boundary surveys.

In the TSPS Paul is currently serving as Director on the TSPS Board of Directors, serves as a Course Developer and Presenter in Continuing Education programs, is Chapter 22 President and Chapter 22 Representative, is an Education Committee Member as Chairman of the Seminars Sub-committee. He is a member of the Government Affairs Committee, LSLS Forum, History Committee and is a Trustee and Vice Chairman of the TSFI.

In the past he has also served as the Chairman of theTSFI, the Awards Committee and Nominating Committee, and he has held the office of Director (2008-2011) and served as TSPS President in 2016.

Paul is also a member of the Castroville City Council, in his fourth term, and was the recipient of the TSPS Vern Wayne Hanan Memorial Community Service Award in 2021 and Awarded TSPS Surveyor of the Year in 2023.
  
 

Rob Davis

Rob Davis is a dynamic professional known for his insightful approach and leadership within the Texas land surveying community. With a career spanning over 24 years, Rob has established himself as a respected figure in Texas land surveying.

Educated at Stephen F. Austin State University, Rob holds a degree in Forestry and the University of Maine where he earned a Professional Science master’s degree in engineering and business (Surveying Engineering emphasis). His professional journey began at Halff Associates, followed by White Hawk Engineering, Cobb Fendley, and Lamb-Star Engineering.

Currently, Rob is VP, Survey and a Sr. Project Manager, where he continues to explore new methodologies and technologies to solve large and complex projects. His forward-thinking approach and unwavering commitment to ethical practices make him a pivotal leader in his industry.

In addition to his professional commitments, Rob is deeply involved in community service, serving on theBoard of Trustees for Grace Avenue United Methodist Church and mentoring children and young adults through life and personal finance. His commitment to giving back is evident in his volunteer experience with Grace Avenue UMC, Cub Scouts, the Texas State Guard, and the LSE Foundation.

  
 

Miguel Escobar

Mr. Escobar brings more than 27 years of experience in the land surveying industry with 22 years as a registered professional in Texas. Mr. Escobar has a wide variety of project experience ranging from large acreage boundary surveys to numerous right-of-way and design surveys throughout Texas. Much of Mr. Escobar’s experience has been in the land development industry and in municipal projects. Currently Mr. Escobar is an owner of Inland Geodetics out of Round Rock where he oversees the day-to-day operations of governmental infrastructure projects. Mr. Escobar was an Adjunct Professor at Austin Community College (ACC) in their land surveying program for 6.5 years and sits on the Advisory Committees for the land surveying programs at ACC and Texas A&M–CorpusChristi. Mr. Escobar is one of only 59 individuals in the State of Texas who hold the title of Licensed State Land Surveyor.

  
 

M. Dillon Harp, RPLS, LSLS

Dillon is a Professional Land Surveyor in 7 states and a Licensed Surveyor in the State of Texas. He is a second generation surveyor with over 20 years of experience in the surveying industry. He serves as Director of Surveying for the Energy Division of Manhard Consulting in their Fort Worth office. Dillon is also a Director of Chapter 2 of the Texas Society of Professional Surveyors (TSPS).
  
 

Ethan Hopkin, RPLS

  • I have been working in the surveying field for 27 years. This is the only job I have ever had and all I know how to do. Member of TSPS, NSPS and am the Associate Corporate Survey Practice Lead for Civil & Environmental Consultants.
  • Became an RPLS in 2023, so I have taken the PS exam.
  • When I am not surveying, I am officiating orumpiring high school football and baseball, respectively.
  
 

Jason Jernigan

Jason started his surveying career as a Field Artillery Surveyor in the US Army in 1997. He holds undergraduate degrees from Tyler Junior College and UT Tyler and an MBA from UT Dallas. He earned his Texas RPLS license in 2008 and his PMP certification in 2020. Jason has been on the Cut Off Score Exam Review Committee for TBPELS since 2009 and taught Legal Principles of Land Surveying at Dallas College from 2010 to 2017, and was recently appointed to the TBPELS Survey Advisory Committee. He has managed surveying projects for various market segments including transportation, private development, municipal, and oil & gas. Jason has held senior management positions at DFW area AEC companies since 2017 and is currently the Chief Operating Officer at ARS Engineers in Carrollton, Texas.

  
 

Coleen M. Johnson, RPLS, PMP

Coleen is a Texas Registered Professional Land Surveyor and a certified Project Management Professional. She has over 35 years of experience in the surveying industry working in both the public and private sectors. She serves as Market Leader,Transportation for the Geospatial Division of WGI, Inc. in their Austin office. She was appointed to the Texas Board of Professional Engineers and Land Surveyors (TBPELS) by Governor Abbott in January 2020 to serve as the RPLS Member. She currently serves as the TBPELS liaison to the Surveying Advisory Committee (SAC) and is serving as the Chair of the Enforcement Committee of the TBPELS. She previously served on the Texas Board of Professional Land Surveying (TBPLS) prior to its merger with the engineering board. She previously served as the Chair of the Examinations for Professional Surveyors (EPS) Committee of the National Council of Examiners for Engineering and Surveying (NCEES). She is a past president of the Texas Society of Professional Surveyors (TSPS), and a past president of the Geographic & Land InformationSociety (GLIS), a former member organization of the American Congress onSurveying and Mapping (ACSM).

  
 

Adam Maywhort

Adam Maywhort is a certified Structural Firefighter and Swift Water Technician. He is also Captain in the White Oak Fire Department, and a Texas Surveyor since 2010.

  
 

William E. (Bill) Merten, RPLS, LSLS, PSM

Mr. Merten has 47 years of experience in land surveying, over 39 years as a Registered Professional Land Surveyor and 28 years as a Licensed State Land Surveyor in Texas. He has been registered in multiple states (Missouri, Illinois, Louisiana, Florida and Texas) and is a recognized expert with state land surveys along with river and coastal boundaries. He attended the University of Missouri–Rolla, majoring in Geological Engineering, prior to starting his surveying career. He joined Cobb Fendley & Associates in 2007 as a Senior Project Surveyor and is now a Principal located in the Friendswood, Texas, office. He has been active with the Texas Society of Professional Surveyors for many years and is a past President of the Gulf Coast Chapter 9 and the State Membership Chairman for 2 years. In 2013, Mr. Merten was appointed by then Governor Rick Perry as a LSLS member of the Texas Board of Professional Land Surveying. During his appointment, he was chairman of the LSLS Committee, LegislativeCommittee, Rules Committee, liaison to the Item Writers Exam Committee and a member of the Executive Committee. Mr. Merten is currently a member of the LSLS Exam Workgroup with the Texas Board of Professional Engineers and Land Surveyors. Mr. Merten has worked throughout the State of Texas and has performed numerous Upland, Gradient Boundary and Coastal Boundary Surveys. Mr. Merten has also served as an expert witness on a number of boundary cases.

  
 

Shane Neally, RPLS

Shane received his AAS Degree in Surveying in 1992 from Tyler Junior College and in 2000 obtained license as a Registered Professional Land Surveyor. Shane is Partner and President of Stanger Surveying Tyler LLC and has 32 years’ experience in surveying with 30 of those at Stanger, performing boundary, topographic, route surveying and oil and gas surveying. Shane developed and presented the “Becoming an SIT” seminar at the first TSPS spring Symposium and has co-presented both the TSPS brand “Professional Ethics”and “Land Surveying–A Learned Profession” courses for TSPS Chapter No. 4 and TSPS Symposiums. Shane is an active member of TSPS, both on the Chapter and State level, having served as TSPS President in 2014, past Chairman of the Chapter Activities Committee and currently the Co-Chairman of the SurPAC Committee, and has served as Chapter 4 President and current Chapter 4 Secretary-Treasurer. Shane is also the Past Chairman and current Treasurer of the Texas Surveying Foundation, Inc. Shane was awarded the Chapter President of the Year award in 2004, the Young Surveyor of the Year award in 2010, the Surveyor of the Year award in 2020 and received Presidential Awards in 2011, 2012 and 2020.

  
 

Mark J. Neugabauer

Mark J. Neugebauer, LSLS/RPLS, is the Chief Surveyor/Deputy Director of Surveying Services for the Texas General Land Office (“GLO”) in Austin. He currently serves as the official Texas Board of Professional Engineers and Land Surveyors designee of the GLO, representing Texas Land Commissioner, Dawn Buckingham, M.D. Mr. Neugebauer received a Bachelor of Science Degree in Agricultural Economics from Texas A&M University, College Station,Texas in 1986, and began his professional career practicing real estate appraisal. In 1995, he accepted a position with the Surveying Divisionat the GLO. After working in technical support roles, such as Engineering Technician and Engineering Assistant in land surveying, he was promoted to Land Surveyor in 2002, after receiving registration as a Registered Professional LandSurveyor. In 2008, he was promoted to Land Surveyor after receiving licensure as a Licensed State Land Surveyor(“LSLS”). In 2015, Mr. Neugebauer was promoted to Deputy Director of Surveying Services for the GLO under Texas Land Commissioner George P.Bush. He has been employed with the state agency for over 29 years and has served under five Texas Land Commissioners, six Chief Clerks, and two Directors of Surveying. He has had the honor and privilege of being mentored, trained, and working alongside eleven LSLS’s during his career at the GLO. Mr. Neugebauer served as Commissioner Bush’s official designee to the former Texas Board of Professional Land Surveying, while playing an active role on the LSLS Committee. He is a member of the Texas Society of Professional Surveyors (“TSPS”), the National Society of Professional Surveyors, and the local TSPS Capital Area Chapter 13. He actively participates in the quarterly TSPS LSLS Forum, serves as a Liaison to the TBPELS Surveyor Advisory Committee, and is a member of the TBPELS LSLS Exam Grading Committee.

Stephanie Prosser

Stephanie is a native Texan and has held a lifelong interest in land and nature which led to a Bachelor of Science in Biology from the University of Texas–San Antonio and a Master of Science in Biology from Texas A&M University–Corpus Christi. In 2008, she started her professional career as a Biologist with Bayou Land Conservancy in Houston, Texas. There she held a variety of titles including Conservation Director and Interim Executive Director. In 2016, Stephanie made a career switch to join her family surveying business, Medina Valley Surveys, located in Castroville, Texas. In 2020, Stephanie became a Registered Professional Land Surveyor and now specializes in Land Title Surveys for Conservation Easements. In addition to survey work, she stays highly involved in land preservation and education. Since 2016 she has had a seat on the Green Spaces Alliance Lands Committee. In 2023, she joined the Board of Directors of the Texas Land Trust Council and also contributes to the Texas Region 20 Education Service Center as a Board Member. She enjoys her time off playing outside with her husband Patrick, daughters, Lily and Mirabelle, and their many pets.

  
 

Angela Weller, RPLS

With 25 years at Pape-Dawson Consulting Engineers, LLC, and as a proud holder of Texas R.P.L.S. No. 5981, Angela Weller’s career has led her title surveys in the Bryan/College Station area to state-wide surveying support for long corridor projects for clients such as TxDOT. Currently mentoring several specialized teams, she feels very fortunate to foster growth among leaders in the rare field of surveying and the even rarer sub-field of transportation surveying.

Angela actively advocates for the surveying profession through her work with the Texas Society of Professional Surveyors (TSPS). She serves as a director at both the local and state levels and contributes to several state committees, the Mentorship Committee, and the Technology Advisory Committee, which has produced several articles for The Texas Surveyor. She also promotes the profession by seeking and accepting opportunities to speak with students, interns, and fellow professionals, building ranks and strengthening ties between surveying, engineering, and related fields.

A proud mother of a U.S.A.F. Tech Sergeant stationed in Italy, Angela balances her professional achievements with unwavering personal dedication, including supporting her husband in his fight against multiple sclerosis.

  
 

Valerie Zurcher, RPLS

Val is a Registered Professional Land Surveyor in the Austin/Central Texas area. She began her survey career with a degree in survey technology from Vincennes University in Vincennes, Indiana. She moved to Texas in 2002 and has been here ever since. With over 20 years of survey experience in some way, shape or form; she started as a rodman/eyeman in Houston, moving to Austin and San Antonio as a party chief and then as a survey technician/SIT. She earned her license in 2012 and has most recently settled in New Braunfels, Texas. Her goal is to be more active in TSPS and encouraging continuing education where we can all learn from one another.
