Measuring Texas

with Dr. W.F. Strong

You might say that Dr. W. F. Strong is a student of all things Texas, including its history, literature, linguistics, music, art and modern culture.He is a Fulbright scholar and holds degrees in Communication and Literature from Abilene Christian University (1977), Communication and Oral Literature from The University of North Texas (1978) and he earned his PhD in Communication and Rhetoric (1985) from The University of Arizona. There he wrote his dissertation on Mark Twain’s Speaking, where he developed his intense interest in storytelling as an art form.

Dr. Strong grew up working on farms and ranches in South Texas and has consequently had a long connection with the Texas soil, as did his ancestors who farmed and ranched in North Texas for over a century. His familial background has nurtured his love for the vibrancy of Texas history, literature and culture. 

He has authored two books on Texas:  Stories from Texas:  some of them are true (2018) and Stories from Texas: some of them are true, Vol. II (2021).  Volume one of Stories from Texas, was highly praised by critics and remained a #1 Bestseller on Amazon (in its Texas category), for over two years. Glenn Dromgoole,  a well-known Texas Lit critic wrote, “ ‘Ever Texan ought to read this book.”  Bob Phillips of the Texas Country Reporter said that Strong’s writing  gives us a “glimpse of the long story-telling tradition of the human race.”  Volume II of Stories from Texas is earning similar praise.  In addition to his books he writes a monthly Texas history column for the Texas Coop Power Magazine, which has a regional readership of three million.

For the past 8 years Dr. Strong has been the Texas commentator on the award-winning Texas Standard news program carried on  32 NPR stations across Texas.  He is also a much sought after speaker for all nature of Texcentric topics. His favorite talk is “Texas: A State of Wonder.” Currently, Dr. Strong is a Full Professor at The University of Texas Rio Grande Valley where he has taught courses in communication, linguistics, culture and history for over 30 years.

Bill Beardslee is a licensed Professional Land Surveyor, Engineer, and Planner with over 55 years of experience in the field of land development. He is known for his excellent presentation and writing capabilities, along with being one of the leading technical experts on land development in the engineering and surveying arena. Bill has made over 2,000 presentations on engineering and surveying projects to local and state agencies. Prior to his retirement, he was the owner and Director of Engineering for Beardslee Engineering Associates in Sparta, NJ.

Bill is a Past President of the New Jersey Society of Professional Land Surveyors and that Society’s 2006 Surveyor of the Year. He is also a regular contributor to the geomatics resource magazine, xyHt, as well as being listed in Who’s Who in Technology and Who’s Who in the East.

Bill has taught numerous seminar programs at the high school, college, and professional levels for over 35 years. He holds a Bachelor of Science in Civil Engineering from the New Jersey Institute of Technology and a Master of Arts Degree in Corporate & Organizational Communications from Fairleigh Dickinson University. Now retired in North Carolina, he stays active in business development for Davis-Martin-Powell in High Point, NC, as well as providing continuing education seminars around the country.

2022 Datum & the US Survey Foot (4 PDH)

  • This course will discuss projections generally and the features of the Texas Regional Coordinate System of 2022 Specifically. The course will discuss how the 2022 Datum differs from its predecessors: NAD83 and NAD27.
  • The course will also discuss the change from US Survey Foot to International Foot and the implications for converting coordinates from SPCS83 in US Survey Feet to SPCS2022 in International Feet.
  • Finally, the course will discuss the importance of metadata, particularly due to the time dependency of positions with velocities featured in 2022 Datums.

Shawn Billings is a practicing land surveyor from Kilgore, TX.  Shawn has been practicing land surveying since 1995 and opened his own firm, Pendulum Surveying (firm #10194224), in 2016. He is currently the head of the 2022 Geodetic Task Force to update the Texas State Plane Coordinate System. After three years of being a contributing writer for American Surveyor Magazine, Shawn was brought into the Triumph System project in 2013 and is part of the PLS research and development team at JAVAD GNSS. Shawn conducts on-going product testing and development, sales, training, and technical support for the Triumph System.

 


ALTA Standards (American Land Title Association) (4 PDH, includes 3-hours Rules/Ethics)

  • The 2021 ALTA/NSPS Standards were adopted by ALTA and NSPS in the Fall of 2020 with an effective date of February 23, 2021.
  • This program will outline the many changes from the 2016 Standards and provide a detailed explanation of the reason for each and how each may affect the surveyor.
  • In addition, an overview of the entire set of 2021 Standards will be provided including a discussion on the relationship between title insurance and Land Title Surveys.
  • The program will also address some common requests from lenders and FAQs.

Gary Kent is a part-time Professional Surveyor with Schneider Geomatics, a land surveying and consulting engineering firm based in Indianapolis. He is in his 40th year with the firm and upon his transition to part-time status in 2020, he formed Meridian Land Consulting, LLC to provide training, consulting, and expert witness services. Gary served as chair of the joint ALTA/NSPS Workgroup on the ALTA/NSPS Standards from 1995 to 2021 and is a past president of both the American Congress on Surveying and Mapping and the Indiana Society of Professional Land Surveyors.

He was a member of the adjunct faculty for Purdue University from 1999-2006 where he taught Boundary Law, Legal Descriptions, Property Surveying, and Land Survey Systems and was awarded “Outstanding Associate Faculty” and “Excellence in Teaching” awards for his efforts.

Gary is on the faculty of GeoLearn (www.geo-learn.com), an online provider of continuing education and training for surveyors and other geospatial professionals, and a columnist for American Surveyor Magazine. He is also a certified instructor for the International Right of Way Association. He has served on the Indiana State Board of Registration for Professional Surveyors since 2004.

Gary is frequently sought as an expert or consulting witness in cases involving boundaries, easements, riparian rights, survey standards, and land surveying practice. He has presented programs on boundary law, easements and rights of way, surveying standards and practice, and leadership multiple times in each of the 50 states and three times in Europe. 

 


Surveying & Mapping with UAS (2 PDH)

  • The presentation will cover flight ground control Points (GCP’s), flight safety checks, brief LAANC overview, project flight, and basic data processing programs.
  • The objective is to understand the workflow of an aerial UAV project that could be either photogrammetry or lidar.

Mr. Ahmad started his surveying career in Oregon and Washington in 1994 and instantly loved looking for property corners.  He is a licensed Land Surveyor in Texas, North Dakota, and South Dakota, a Certified Floodplain Manager, and has been a Professional SCUBA Divemaster for over 29 years.  His diverse range of projects in land, aerial, hydrographic, seismic and pipeline surveying has given him the opportunity to work in 8 states.  His experience includes large boundary surveys in Texas and in the U.S. Public Land system, GPS control network design and processing, watershed mapping, coastal mapping for surface and underwater sites, riverine mapping, hydrology and hydraulics studies, and archaeological surveys.  Surveying projects in numerous Counties across Texas has inspired him to seek registration as a Licensed State Land Surveyor.  Jib is a graduate of the University of Houston and is an active member of the TSPS, NSPS, ASPRS, AUVSI, ASCE, TFMA, and the Archaeological Institute of America.

Jib has been active in TSPS since 2002 and served at the State level on the Ethics committee, CST Committee, the GLO Liaison Committee, and helped with the LSLS Committee since 2015 for Mike Hoover and Nedra Townsend.  He has also been the Chapter 9 President, Chapter 9 Vice-President, Chapter 9 Director, and an Alumni Life Member of the TSPS Student Chapter at University of Houston.

 


Understanding ASPRS Accuracy Standards for Photogrammetry & Lidar (2 PDH)

  • ASPRS has completely updated its "Positional Accuracy Standards for Digital Geospatial Data" for the first time since 2014. 
  • In order to better present and explain the ground control portion of these Standards, a Land Surveying Addendum has been added. 
  • The two presenters here, Jim Gillis and Jamie Gillis, were part of the sub-committee that authored this addendum. 
  • This presentation will concentrate on "Guidelines and Best Practices for the Field Surveying of Ground Control and Checkpoints."

 

James "Jim" B Gillis, NSLS, CLS, RPLS, CP first qualified as a Land Surveyor in 1973, at the age of 21 years. He started in private practice with his own firm two years later, which he continued to operate until he moved to the US. He now holds commissions as a Nova Scotia Land Surveyor, a Canada Lands Surveyor, and a Texas Registered Professional Land Surveyor as well as being a Certified Photogrammetrist.  Jim has Diplomas (Associate Degrees) in Land Surveying and Geophysical Surveying from the Nova Scotia Land Survey Institute (now known as the College of Geographic Sciences), where he also taught part-time.  


For 50 years, Jim has practiced throughout North and South America and the Middle East, and has worked in the field from 78 Degrees North Latitude to 58 Degrees South Latitude and from 52 Degrees East Longitude to 177 Degrees West Longitude.  He and his wife Flora live in Johns Creek, Georgia, where he is employed as Survey Department Manager for VeriDaaS Corporation, a firm specializing in airborne Geiger-Mode LiDAR data collection and extraction, operating in the US and internationally.

While living in Texas, Jim served as Chairman of the Education Committee, as Chairman of the Constitution and ByLaws Committee, and of the Nominating Committee, as a member of the Tellers Committee, as Parliamentarian, as well as a Director and as President of the Texas Society of Professional Surveyors.  He is currently an Adjunct Professor at Dallas College teaching online surveying and mapping courses.

Jamie Gillis, RPLS, PLS,PS, CP has been working in the Surveying Profession from a young age, having worked in South America, and across much of Canada, before moving to Texas in 2003. He has a Bachelor of Arts, Advanced Double Major; History and Political Science from Dalhousie University, and a Bachelor of Science; Geographic Information Science (Geomatics) from Texas A&M University-Corpus Christi.  Jamie has a strong background in GNSS, Geodesy, and map projections and has many years of experience in Geospatial Surveying and Remote Sensing, with terrestrial, mobile, and aerial sensors.

Jamie lives in the DFW area and is a co-founder and Vice President of GeoTerra Surveying & Mapping, LLC, in Southlake, Texas. He was awarded TSPS “Young Surveyor of the Year” in 2011, TSPS “Geospatial Professional of the Year” in 2022, is a past President of TSPS Chapter 2, and is a former member of the TSPS Board of Directors, and former chair of the TSPS Public Relations Committee. Mr. Gillis is Co-Chair of the ASPRS Gulf South Student Chapter Liaison Committee.

Coleen is a Texas Registered Professional Land Surveyor and a certified Project Management Professional.  She has over 35 years of experience in the surveying industry working in both the public and private sectors.  She is the Regional Manager Survey, Geospatial for WGI, Inc. in the Austin office.   She was appointed to the Texas Board of Professional Engineers and Land Surveyors (TBPELS) by Governor Abbott in January 2020 to serve as the RPLS Member.   She previously served on the Texas Board of Professional Land Surveying (TBPLS).  She is a past president of the Texas Society of Professional Surveyors, and a past president of the Geographic & Land Information Society (GLIS), a former member organization of the American Congress on Surveying and Mapping (ACSM).

 


1731 – The First Survey in Texas (2 PDH, includes 1-hour Rules/Ethics)

  • Explanation and layout of the 1846 retracement by the County Surveyor and subsequent trespass to try title suit. Retracing the 1731 Royal Grant to the Canary Islanders from parol evidence of the descendants, as they were unable to find any written description.
  • This 1846 survey was again retraced by the city surveyor for the 1852 Town Tract establishing the layout of Districts, Ranges, and Lots along with the roads we know today forming much of San Antonio.  In 1920 the original 1731 documents laying out the Royal Grant were found in Guadalajara.
  • The actual layout is compared to the 1846 retracement with a discussion of the differences.

In 1969, Noel got a summer job as a rodman on a Survey Crew working on an expansion of the City of Birmingham in the midlands of England. The party chief was a Dutchman, along with a Swede and a Malaysian working with him. All of them had degrees in surveying and had worked all over the world. An education and an adventure - Noel was hooked. 

By 1972, while working for Engineering Surveys of London, he worked all over the UK and was seconded to an English engineering company working in Libya. There the expats told him he could make $5 an hour as a party chief in the States which was four times his current wage!

He worked briefly in East Texas on subdivisions surrounding the recent, and still filling, Lake Livingston when the 1973 oil crisis shut that down. Doodlebugging (seismic oil exploration) followed in Alabama and Mississippi - which was an education in itself. He moved to Corpus Christi to work for Maverick Engineering and in 1975, moved up to San Antonio where he working for Vickrey & Associates until he was fired for being a pia. He then moved onto Castella & Associates.

Joining Pape-Dawson in 1978, he started as a party chief and he got his registration in 1986 and moved into the office the following year until his retirement at the end of 2018. The downturn of the 2008 - 2009 crisis gave time to retrace an 1886 map of the 1852 city design over the aerial survey where City Archaeologist led him to the 1731 original survey - a rabbit hole of more and more new items.

 


Surveying & Land Title Issues  (2 PDH, includes 2-hours Rules/Ethics)

  • The content of this session will focus on title and survey issues from both sides, as in how a title company may look at things versus how a surveyor might.
  • It will also include a review of the parts of a commitment.

Teresa A Myers grew up in the surveying industry. Her father, Robert “Calvin” Myers, has been surveying for approximately 50 years, so Teresa was thrust into the survey life. She grew and learned under her father and other surveyors as the years went on. Ultimately the slow down of 2008 took Teresa to pursue other things.

Teresa, received her Bachelor of Arts from the University of Texas at Dallas in 2009 and became a Registered Professional Land Surveyor in 2011, after spending 17 years in the Land Surveying industry. Teresa went on to obtain her Juris Doctorate from Texas A&M School of Law in 2013, after five-years of internship in Real Estate Law.

Teresa began working as a full-time escrow officer in 2016 while still separately running her law firm, Teresa A Myers, PLLC, and a surveying firm. She stopped actively land surveying to focus on law and title focusing on real estate, estate planning, and business formation law. Teresa opened Mutual Title LLC in 2020 that focuses solely on title and escrow.

 


Registration & Ethics Update (2 PDH, includes 2-hours Rules/Ethics)

  • This presentation provides an overview of the practice of land surveying and related ethics and rules in the State of Texas.
  • It includes information on roles and responsibilities, rules, ethics, board actions, legislative changes, and other issues that affect the profession.

  

Mr. Freeman is the TSPS State Level Director as Vice President of the Executive Committee, Government Affairs Committee Chair, TSPS East Texas Chapter No. 4 - Chapter Representative, TSFI Chairman, Former East Texas Chapter 4 President, East Texas Chapter 4 Director, Surveying Education Foundation of Texas, Inc. (S.E.F.T.) Trustee, Texas Floodplain Management Association Member, and TJC Surveying and Geomatics Technology Advisory Committee Member. Steven is also the 2022 TSPS Surveyor of the Year Award recipient.

He has a Bachelor of Science in Industrial Technology (Surveying & Mapping emphasis) from the University of Texas at Tyler. He studied Petroleum Engineering at Texas A&M University.

Steven is a fourth-generation professional land surveyor in his family.  He has been affiliated with the surveying profession in some capacity, at least since he was old enough to hold a level rod or prism pole. Steven considers himself very blessed to have worked under or with some of the most respected surveyors in the East Texas area, strengthening his expertise and ethics as a surveyor in this state. He obtained his S.I.T. in 2006 and has been an RPLS since 2012. In August 2019, he formed Freeman Surveying & Mapping, LLC ("FSM"), to which he is the principal owner and is very blessed to have some of the best employees and surveyors under his operation. Before forming FSM, he was the Vice President - Survey Operations for Thompson & Associates, Inc. in Tyler, Texas. He worked with his grandfather Perry Thompson, Jr., PE, RPLS at that company in various capacities throughout his land surveying career.

Boundary Retracement (2 PDH, includes 2-hours Rules/Ethics)

  • A brief explanation of the rules of retracement including legislation, board rules, seniority, priority of calls, exceptions, and disparities, followed by real-life survey situations and examples. 

Registered Professional Land Surveyor and Licensed State Land Surveyor. Graduated with a Bachelor of Science in Geology from St. Mary’s University in 1978 and took Post Graduate Courses in Mathematics and Engineering at UTSA in 1981 & 1982.

Paul has been working in Land Surveying since 1980, been a Member of TSPS since 1985, established Carey Land Surveying in San Antonio in 1986, began to work cooperatively with Frank Kennedy of Medina Valley Surveys, Inc. in 1995 and succeeded Frank as President of Medina Valley Surveys in 2003.

Paul is a practitioner and advocate of “hands on” surveying (Surveyor in the field) and has personally made nearly eleven thousand boundary surveys.

In the TSPS Paul serves as a Course Developer and Presenter in Continuing Education program, is Chapter 22 President and Chapter 22 Representative, is an Education Committee Member as Chairman of the Course and Speaker Development Sub-committee and of the Symposium and Seminars Sub-committee.  He is a member of the Government Affairs Committee, LSLS Forum, the History Committee and is a Trustee and Secretary of the TSFI. 

In the past he has also served as the Chairman of the TSFI, the Awards Committee and Nominating Committee, and he has held the office of Director (2008-2011) and served as TSPS President in 2016.

Paul is also a member of the Castroville City Council, in his third term, and was the recipient of the TSPS Vern Wayne Hanan Memorial Community Service Award in 2020.

Mock Trial - Part I (2 PDH, includes 1-hour Rules/Ethics) & Part II (4 PDH, includes 2-hours Rules/Ethics)

  • Hobert was granted a right-of-way easement by virtue of a 2010 Stipulated Order of the Texas Supreme Court.
  • The easement is over Vincent's adjoining property.
  • Rogers, however, believes, based on a survey by Foster, that the drive Hobert has been using is actually not across Vincent's property, but rather across his (Rogers’) property.
  • Hobert's surveyor (Meyers) disagrees with the Foster survey by 35-40 feet.
  • In this Mock Trial, we will hear testimony from plaintiff Hobert, defendant Rogers and both surveyors as we explore chains of title, conflicting subdivision plats and surveys.
  • The audience will serve as jury in this case, which is based on an actual case that went to trial

Gary is on the faculty of GeoLearn (www.geo-learn.com), an online provider of continuing education and training for surveyors and other geospatial professionals, and a columnist for American Surveyor Magazine. He is also a certified instructor for the International Right of Way Association. He has served on the Indiana State Board of Registration for Professional Surveyors since 2004.

Gary is frequently sought as an expert or consulting witness in cases involving boundaries, easements, riparian rights, survey standards, and land surveying practice. He has presented programs on boundary law, easements and rights of way, surveying standards and practice, and leadership multiple times in each of the 50 states and three times in Europe. 

 


RPLS TSSE Preparation (4 PDH)

with Jason Jernigan, RPLS & Vas Kalogirou, RPLS, PLS, PS, PSM

  • As of May 2023, the 8-hour long Texas RPLS exam has been replaced with a combination of the NCEES Principles and Practice of Professional Surveying (PS) exam and a new 4-hour long Texas State Specific Exam (TSSE).
  • This course prepares SIT’s and registered surveyors from other states to pass the TSSE.
  • Specific topics include an overview of the application process, an overview of the test format, study material to embrace or to avoid, and practical examples of legal and analytical questions.
  • This course does not cover the NCEES PS exam.

Jason started his surveying career in the US Army as a Field Artillery Surveyor in 1997.  He’s a graduate of Tyler Junior College, UT Tyler, and UT Dallas.  He earned his Texas RPLS license in 2008.  Jason has been on the Cut Off Score Exam Committee for TBPELS since 2009 and has taught TSPS seminars since 2011.  Jason is currently the Chief Operating Officer at ARS Engineers in Dallas, Texas.

Vas started his surveying career in Greece 25+ years ago through his surveying family business and is a third generation Surveyor.  While working in the surveying industry he received a Bachelor’s Degree in Land Surveying Engineering from the Aristotle University of Thessalonica, Greece in 2001. At the end of the same year he received his license as a Professional Land Surveyor in Greece and then moved to the United Kingdom where he received his Master Degree in GIS in 2003. At the end of 2003 he served in the Greek Artillery where he continued working as a surveyor for various expeditions.  Vas moved to Dallas, Texas in 2005 and started working for Halff, which is where he is still employed today as the VP, Survey Practice Leader.  Throughout his career, Vas managed several TxDOT & ALTA Surveys, FEMA, USACE, Oil & Gas and Geospatial projects in various parts of Texas and other States.

Some of Vas’ accomplishments through the years include:

  • Being a Licensed Surveyor in seven (7) States, with his primary license being the State of Texas.
  • Coordinating the RPLS & SIT study groups for the past 15+ years
  • Serving as a former President of the Dallas TSPS Chapter 5 in 2021
  • Being an adjunct professor teaching the courses of GIS and Geodetic Surveying & Mapping at Dallas County College for nearly 10 years
  • As of 2022 serving as a Surveying Advisory Committee (SAC) member on behalf of the Texas Board of Professional Engineers and Land Surveyors (TBPELS)
  • Most importantly, being a devoted family man who really enjoys surveying.

 


Peters Colony & Railroads (4 PDH)

with J. Stan Piper, RPLS, PLS, LSLS & Timothy “Andy” Nold, RPLS

  • This course reviews the conditions in the Republic of Texas following its revolution from Mexico, the need for improved transportation and settlement of its vast lands, and how internal scrips encourage the development of the state as well as provide for surveys of the public domain.  
  • The seminar focuses on the colonies and railroad reservations in the North Central Texas area with some examples from the Texas & Pacific Railway Reservation in West Texas.

Stan Piper has over 50 years of surveying experience in West Texas and Southeastern New Mexico.  He holds a Bachelor of Science degree from Texas Tech University, having graduated in 1974.  He was awarded the “Young Surveyor of the Year” award in 1981 and the “Surveyor of the Year” award in 2018 by the Texas Society of Professional Surveyors, of which he has been an active member since 1977.

Stan has held all offices of the TSPS Permian Basin Chapter 10 and received the “Legends of the West” award from the Chapter.  He is a past and current Director of TSPS; has served as Program Chairman for the 1987 TSPS Annual Convention; and served on the Nominating Committee.  He currently serves on the Education Committee as Chairman.  In addition, Stan has served the Texas Board of Professional Land Surveyors as a member of the Exam Item Writing Committee.

He has prepared and presented numerous papers on various topics of boundary surveying and mapping at seminars for TSPS and was a professor at Odessa College during the fall and spring of 2009, teaching Legal Principles I and II.  He is also a member of the New Mexico Professional Surveyors.  His professional affiliations are indicative of his dedication to surveying.

His experience in surveying includes global positioning survey control for global information systems, ALTA/ACSM land title surveys, topographical surveys, oil well location surveys, route surveys, and boundary surveys.  Stan was pre-certified in November of 2002 by TxDOT, in seven different survey categories. Stan has experience working with the TX GLO on projects involving hundreds of Original or Corrected Field Notes filings.  His surveying experience includes 68 counties in West Texas and 3 counties in Southeastern New Mexico.

Since founding Piper Surveying Company in 1981, he has provided competent surveying supervision to nurture the Company to its current stage of development.

Timothy “Andy” Nold was born In Section 28, Block 42, Township 2 South of the T&P Railway Company Survey and grew up in Odessa, Texas, graduating from Odessa Permian High School. A CAD position with Frank Spencer & Associates in Pecos, Texas introduced Andy to the world of surveying and he completed the Tyler Junior College Surveying and Mapping program in 1996. Andy has surveyed extensively in the DFW Metroplex and West Texas. He currently works in Fort Worth for Bartlett & West, Inc. as the Texas Survey Manager and is a member of TSPS Chapter 10.
