Shelter in Place Orders

TSPS has reviewed several shelter in place orders from various cities across the state, and concludes that the work performed by surveyors and those they employ are necessary for “Essential Critical Infrastructure Workers”, as defined by Department of Homeland Security guidance, to perform their necessary and critically important responsibilities in service to our fellow citizens.

In support of this statement is language from the Dallas County Order:

Section 2.b.iii. - Essential Critical Infrastructure. Work necessary to the operations and maintenance of the 16 critical infrastructure sectors as identified by the National Cybersecurity and Infrastructure Agency (CISA) including public works construction, residential and commercial construction, airport operations, water, sewer, gas, electrical, oil refining, roads and highways, public transportation, solid waste collection and removal, internet, and telecommunications systems (including the provision of essential global, national, and local infrastructure for computing services, business infrastructure, communications, and web-based services), financial institutions, defense and national security-related operations, essential manufacturing operations provided that they carry out those services or that work in compliance with social distancing requirements of six feet, to the extent possible. Essential Businesses providing essential infrastructure should implement screening precautions to protect employees and all activity shall be performed in compliance with social distancing guidelines attached.

And the City of Austin, Travis and Williamson Counties Orders:

Exhibit B. 2. p. – Critical Infrastructure, includes but is not limited to the following: Construction, including public works construction, and construction of affordable housing or housing for individuals experiencing homelessness, social services construction, and other construction that supports essential uses, including essential businesses, government functions, or critical infrastructure, or otherwise as required in response to this public health emergency.

TxDOT also supports surveying as essential work:Field Work: Field operations are considered essential work that needs to continue to be performed. Just like our TxDOT Maintenance and Construction crews that must continue working, we consider that survey, SUE, CEI and geotechnical services must be considered essential services that need to continue to be performed during this time."

Each city/county shelter in place order may be worded slightly different but in general they view surveying as essential infrastructure work. Several surveying and engineering companies have created a letter for employees to carry with them as they travel to and from work. You may use these as an example as you draft a letter from your company.
