Update from Public Hearing

TSPS Members –

The Senate Committee on Business and Commerce held its public hearing on HB 1523 yesterday. The live broadcast is available for you to view. HB 1523 was called first so it is at the beginning of the recording. Senator Buckingham introduced a committee substitute before testimony was heard.

The committee substitute made two key changes as requested by TSPS:
1. raises the required coursework hours from 16 to the current 32; and
2. require individuals that complete an associate degree program to meet additional training requirements before becoming licensed as set by the board.

However, the committee substitute also removes the TSPS requested advisory committee language that was included in the House version via the Ashby amendment. TSPS is making inquiries and effort to replace that important language back into the Senate version.

Testimony heard …

Following the testimony of many individual surveyors in favor of a strong educational requirement for RPLS candidates, Senator Nichols announced that he will be bringing an amendment forward to put the current educational requirements as voted on by the Sunset Commission back on to the bill. Senator Menendez stated he was in full support of Senator Nichols’ amendment.

In the end the Business and Commerce committee voted to leave HB 1523 pending. It will likely be reported out of committee at the next meeting.

The strong presence of concerned surveyors offering testimony in a cogent, professional manner was well noted by the committee. The TSPS legislative team will continue to keep members informed as HB 1523 moves to the Senate floor.
