The instruction will teach the science and practice of defining the legal Littoral property boundary along the Texas coast. The boundary is defined by the Mean High Tide or the Mean Higher High Tide as observed with tide gauges. Discussion will start with the definition of tides, the measurement of tidal datums, and a brief history of the Texas court cases that define the littoral boundary in Texas. The establishment of the littoral boundary at as part of a survey will be shown using data collected at a survey site and computed elevations of a site tidal datum in concert with data from a National Ocean Service control tide gauge.
Stephen Blaskey, RPLS, LSLS GSP received his Bachelor of Science in Geographic Information Science from Texas A&M – Corpus Christi in 2004, and has since became licensed as a Registered Professional Land Surveyor in Texas (License Number 5856), a Licensed State Land Surveyor in Texas, a Professional Land Surveyor in Louisiana (License Number 5107), and Geographic Information Systems Professional. Stephen also serves as a member of the Academic Advisory Committee for the Surveying and Geographic Information Science program at Texas A&M – Corpus Christi where he is charged with the task of aiding in the development of the curriculum to educate the Geospatial Professionals of tomorrow.
Stephen has just short of a decade of surveying experience in Galveston County, and most of that being on Galveston Island. And this experience spans many different types of surveying, including topographic surveying, boundary surveying, hydrographic surveying, low altitude aerial scanning, 3D laser scanning, engineering and environmental support surveying, and construction surveying.
Dr. Gary Jeffress, RPLS is a Research Professor at the Conrad Blucher Institute for Surveying and Science at Texas A&M University-Corpus Christi. He holds a Ph.D. in Surveying Engineering from the University of Maine, Master of Surveying Science (Geodesy) and Bachelor of Surveying degrees from the University of New South Wales, Sydney, Australia. He is a Registered Professional Surveyor in Texas and held surveying licenses in Maine and Australia. Dr. Jeffress is a dual citizen of Australia (since birth) and the USA (since 2003) and has lived in Corpus Christi, Texas since 1990.

All surveying measurement and mapping technologies are now digital with a large suite of software to manage data and information. Software will be introduced that assists in managing large volumes of digital geospatial data and information along with best business practices to manage the flow of surveying work processes from client request for services to final completion and billing.

Dr. Davey Edwards, RPLS, LSLS is a Professional Assistant Professor in the Geospatial Systems Engineering program at Texas A&M University - Corpus Christi. He is a registered professional land surveyor in Texas and Oklahoma. Davey has his BS degree in Biomedical Science from Texas A&M University in College Station, MS degree in Geospatial Surveying Engineering from Texas A&M University in Corpus Christi, and Doctorate degree in Geosciences from the University of Texas in Dallas.
Davey continues to serve as the vice president of his father’s 40-year old land surveying company, Edwards Surveying, LLC, in Decatur, Texas, where their primary work is in large boundary surveying and boundary issue resolution. His work has been on some of the most complex original land grant surveys for the Texas General Land Office. He has surveyed, on-the-ground, in every region of Texas and Oklahoma. He has volunteered with U.S. Congressman Mac Thornberry in Washington D.C. and Governor Greg Abbott and Texas Attorney General Ken Paxton to defend the property rights of land owners along the Red River against claims by the U.S. Bureau of Land Management.
