REMARKS: Chapter 1 had a meeting
Tuesday, August 25th at the Home Plate Diner in Lubbock.
Officers for the upcoming year were elected as shown above. 14 members and
guests were present. I briefed the members on the recent state board meeting
and Strategic Planning session at Horseshoe Bay. I also shared a report
made by me for the TBPLS on a meeting of the Oklahoma registration board on
July 22nd regarding licensure of photogrammetrists and GIS
providers. There was also discussion of the TBPLS investigator’s remarks in
the TBPLS July newsletter about basis of bearings notes on survey plats.
Chapter 1 continues to actively
promote CST testing. Carl Williams will proctor CST exams at the offices of
Hugo Reed & Associates, Inc. in Lubbock on October 15th. I will
be attending South Plains Tech Prep, a “career day” for high school juniors
and seniors on October 13th at the Lubbock Civic Center.

The Fall semester Surveying
courses being offered through North Lake College began in late August.
Courses being offered for the Fall semester include SRVY 1301
(Introduction to Surveying) and SRVY 1315 (Surveying Calculations).
Efforts to establish a 2 year Survey Program at North Lake College through
the Dallas County Community College District hinge on the successful
continued promotion of and student enrollment in these courses. At
present, the 2 year Program will be official in Spring of 2006, with
additional course offerings.

John Pierce, Paul Hubert, and
Chris Freeman attended the August meeting of the Construction Education
Foundation Advisory Council on 8/10, discussing issues pertaining to the
Field Engineering/Surveying courses being offered for the Fall semester
through North Lake College. Other TSPS Chapter 5 members on the Council
include Colin Henry and Lenard Wall, Jr.

Members are being encouraged to
have their field and office personnel Certified. TSPS has adopted the
NSPS Certified Survey Technician (CST) Program as part of the TSPS
Professional Development Program. A Test Date has been set for October 15th
in the Dallas offices of SAM, Inc. John Pierce, RPLS, will act as
Proctor.
PUBLIC RELATIONS & SPECIAL

The Chapter Ballot for Officers
was formulated and distributed to the membership in August, and vote
tabulation and certification is on going. New Officers will be installed
at the September 13th Chapter meeting by TSPS Board member

An effort is underway by the
Chapter for its members to publicize the availability of survey related
jobs to those affected by the recent hurricane along the Gulf Coast.
Among the efforts is attendance at job fairs, contacting media outlets,
and publicizing on the TSPS website.

Appreciation/Recognition Plaques
will be presented at the September meeting to several firms who have
consistently demonstrated their support to the Chapter and the
profession. They include: Western Data Systems, Midwest Architects and
Engineers Supply, Precise Land Records, Lone Star Records & Abstract
Services, Dallas Aerial Surveys, and ICM Survey Systems.

Opening ceremonies were held
September 12th for the Surveyors and Rangers Exhibit at the
Texas Ranger Hall of Fame and Museum in Waco. Texas Land Commissioner
Jerry Patterson was there for the Ribbon Cutting ceremony. Chapter 5
members in attendance included Mickey Nowell, John Pierce, Scott Posey,
Chris Freeman, and Lenard Wall. The fascinating exhibit is one that all
Texas Surveyors can be proud of, and well worth the visit when passing
through Waco. The Museum is located on the east side of IH 35, just south
of the Brazos River.

regards to the Texas Ranger Museum in Waco, and the TSTI Survey program.

Issues. Local TrigStar winners were recognized and presented awards. +/-
40 members attended.

about ongoing activities at the GLO.

August speaker: Garey
Gilley, RPLS, LSLS, TBPLS Investigator spoke on Board investigations and the
Texas Height Modernization project to +/- 50 attendees.

September: Robert Seipel,
RPLS, TSPS SurPac Chairman; also, installation of new Chapter Officers for
the 2005-2006 term.

meeting of the new officers for the coming year and outgoing officers.
Several items were discussed; Among them were:
Committee assignments were made
for the coming year.
A vote was introduced and carried
to donate $500 for the State fee for Trig-Star for the coming year.
A vote was introduced and carried
for the chapter to donate $1000 to the October State Convention and $500 for
the Ladies Auxiliary Education.
The incoming president also
announced plans to have another Executive Board Meeting soon after the
October TSPS State Board meeting.
Chapter Meeting
Time/Location:
Meetings are held at
6:30 pm on the 2nd Tuesday of every month except April, October
and December. The Chapter will continue to meet at the Walnut Hill Grill in
North Dallas, until further notice, although at times a larger venue will be
necessary. A search for a back-up or replacement venue is presently
underway.

Chapter 10 has been
gathering information concerning the Certified Surveying Technician courses.
We hope to make this a major goal for our chapter in the upcoming year. We
have several members interested in taking the four tests and receiving their
certifications. Many local registered surveyors have committed to teaching
various portions of the tests and will make themselves available on Saturday
mornings for help. We feel that studying for the exams will make west Texas
support personnel some of the best in the state!
Our annual Golf Tournament
is scheduled later this month. This has been a great event in the past that
gives our members and friends a chance to get together for fun, not
business. This will be our third year for the tournament. We usually have
eight or nine teams entered and many, many door prizes and give-aways
donated by local businesses and survey equipment suppliers.
Last years officers were
re-elected and all agreed that our work to make Chapter 10 a stronger
chapter would depend on our ability to get more and more professionals and
support personnel involved in our meetings and activities. We have several
good ideas and suggestions to make this happen.

Alamo Chapter 11 Texas Society of Professional Surveyors Year in Review
The Alamo Chapter 11 Texas Society
of Professional Surveyors was very active this past year. The Chapter had a
total of 6 speakers at the Chapter business meetings at the Hungry Horse
Restaurant. The 5 remaining months were dedicated to new officer
instillation, Annual Convention (in San Antonio), the Chapter Christmas
Party, a monument dedication ceremony, and a joint meeting at Retama Horse
Racing Track. In addition to the scheduled business meetings, the Chapter
also hosted a CEU seminar, a golf tournament, a fishing tournament, and a
historical courthouse exhibit. Finally, the Chapter did very well with
TrgStar this year surpassing all of the previous year’s participants.
The speakers chosen to present at
the business meetings varied and represented a broad spectrum of interests.
November Henry Kuehlem, TSPS State President, spoke at the business
meeting. He informed the membership of pending/potential changes at TSPS
state level as far as education and seminars. Henry also briefly touched on
the subject of Texas Board of Professional Land Surveying being incorporated
with the Texas General Land Office and how the local chapters could draft a
resolution supporting the move to the GLO. Chance Alford with Cyra 3D Laser
Scanning spoke at the business luncheon. Mr. Alford presented a PowerPoint
slideshow demonstrating the hardware, software, and practical applications
of the technology. In February Gerry Rickoff, the Bexar County Clerk spoke
to the membership. He talked about the automation of the courthouse records
online and upcoming additions to the Bexar County website. In April, Mr.
Rudi Rodriguez gave a presentation of Pollicarprio “Polly” Rodriguez. Polly
Rodriguez was a Tejano Texas Ranger and a Surveyor. The presentation was an
interesting look at the niche Tejanos played in Texas surveying. In May,
Jim Flowers of the Texas General Land Office spoke to the membership. Jim
Flowers talked about the recent changes at the GLO. He informed the
membership of the recent move and upcoming projects of the GLO. In July,
Mike Barron with DigTess spoke to the membership about DigTess. He outlined
the capabilities and limitations of DigTess and outlined the procedures
needed to get a work ticket processed.
In February, the Alamo Chapter
requested a continuing education seminar. We obtained Stacey Lyle, PhD., as
the speaker for the seminar, “Legal Aspects of GPS.” Through the joint
venture of the state level TSPS and the Alamo Chapter we were able to offer
the seminar to over 60 attendees.
The Alamo Chapter dedicated a
geographic center of Bexar County to the city of San Antonio and Bexar
County Texas. The Chapter President Darryl Zercher challenged the Board to
come up with an idea for National Surveyor’s Week for the Alamo Chapter.
Butch Evans suggested that the Chapter find the geographic center of Bexar
County and moreover erect a monument at the determined location. Mr. Bill
Ethridge, one of the Principals of CDS/Muery Services, solved the question
of where the geographic center was and the Board appointed a Monument
Committee to oversee the process of the monument coming to fruition. The
Monument Committee was able to take the ball and run. The committee was
able to raise enough funds to build and erect the monument and have a
luncheon after the ceremony for the attendees.
In April the Alamo Chapter held
its annual golf tournament. The tournament’s purpose was to raise monies
for education of future surveyors in the Alamo Chapter. This year was
success with a total number of golfers exceeding 60. Duderstadt Stake
Company sponsored the barbeque at the event.
This year the Chapter held its
first annual fishing tournament. Once again, the purpose was to raise money
for Alamo Chapter scholarships. This tournament was the idea of Lemuel
Sinclair, a board member of the Monument Committee and a 2006 1st
Year Director of the Alamo Chapter. Mr. Sinclair was the committee
chairman. The tournament was a success having over 60 anglers fishing in
the event, ultimately raising over 3000$ for the aforementioned fund.
Finally, Xavier Sandoval, a 2nd
Year Director with the Alamo Chapter, coordinated the Chapter’s TrigStar
competition. There were a record number of attendees this year. The state
runner-up was a student from O’Conner High School, San Antonio, Texas.
Overall, the Alamo Chapter
stayed busy keeping the membership educated, informed, and maintained a
public presence as well. Now the challenge will be to maintain the same
level of activity this year as well.

Following is a report of our
chapter activities during the months of July thru September, 2005.
July Minutes
The annual picnic was at
Zilker Park on July 21 with approximately 100 members, guests, and family
members present. A good time was had by all. No business was discussed.
August Minutes
The August meeting was held
Thursday August 18, 2005 at Marie Calender’s Restaurant in Austin with four
(4) members of the Executive Committee present.

O’Hara, Past President)
Also present were eleven
(11) TSPS members and guests.
The meeting was called to
order at 12:00 p.m.
Paul Easley announced that
approximately 100 members and guests attended the July picnic. It was a
great success and a good time was had by all. Paul thanked the volunteers
and vendors that helped with the picnic and prizes.
Paul asked that the
membership brain-storm some new fundraising ideas.
Paul also announced that
TSPS would begin hosting our Chapter 13 website, saving the chapter
$500-$600 annually.
Paul reminded the members
that elections for officers would be held in September and the new officers
would be sworn in at the September meeting at the Salt Lick.
Bill O’Hara reported from
the last Texas Board of Professional Land Surveying meeting that license
renewal fees would increase and that there will be a new format for the
spring RPLS examination. The legal portion of the exam will be 2 hours and
the analytical will be divided into a two hour and a four hour sections.
Also, the board discussed changes to the ways that CEUs are approved and
accounted for.
Bill also asked that we keep
W. C. Wilson’s health concerns in our thoughts.
Paul pointed out Gary
Gilley’s reminder in the TBPLS newsletter that corners called to be set
should be set on the date that a survey is signed and suggested that a
committee should investigate proposing a change to the City of Austin’s
procedure regarding signing proposed subdivision plats.
Finally, Paul announced the
passing of fellow surveyor Lloyd Allen, RPLS on July 31, 2005.
After the business portion
of the meeting, Paul introduced our speaker, Michael Embesi, City Arborist
at the City of Austin.
Mr. Embesi gave a very
informative talk on the City of Austin tree regulations.
Following the program, Juan
Canales asked for time to announce his idea for a surveyor’s professional
ring, to be similar to a graduation ring and be a fundraiser for TSPS.
Paul adjourned the meeting
at 1:15.
September Minutes
The meeting was held at the
Salt Lick in Dripping Springs and was well attended. Speakers included, from
the TSPS State Association, President-Elect Mickey D. Nowel I, Second
Vice-President Coleen Johnson and Chapter 13, Governmental Affairs Chairman
Pat Smith. Mickey Nowell discussed the upcoming Quarterly Board Meeting
topics and possible future Convention options. He also informed us of a the
possibility of a Dues Increase. Pat Smith informed us of legislation that
was passed and Coleen Johnson asked for volunteers for State Committees.
Installation of officers was held.
Chapter News
An Intermediate Math Seminar
sponsored by TSPS Chapter 13 was given on Sat, September 10, 2005. Martin
Instruments hosted the seminar and it was well attended.
With over 20 students
arriving to take the class, the instructor, Mike Ritter, Survey Section Head
of the Texas Parks & Wildlife and former teacher at ACC, conducted the
second Math class of what we hope to be a series of future classes. One
common occurrence that we have seen over the past two classes is the lack of
knowledge of the calculators that students bring with them to class. We ask
that students understand their calculator prior to taking a Math class as
the teaching staff may not necessarily know the functions of each calculator
brought to class and limits the amount of material the instructor can cover.
Chapter 13 hopes to offer
Beginning, Intermediate and Advanced Classes for our Para-professionals each
year.
Special thanks to Marty
Richardson for the use of his facilities to conduct our seminar. Also a big
thanks to all those who gave of their time to assist and prepare the seminar
as well as our instructor Mike Ritter who has done a great job for us. Stay
tuned for the next Math Seminar to be held here in Austin.

TSPS Chapter 17 Paso Del Norte 4th Quarter Report
The Chapter met on Thursday,
August 18, 2005 at 11:30 AM at Cattleman’s Restaurant for a lunch meeting.
We had 8 members in attendance plus Robert Rivera from the El Paso County
Roads and Bridges Department. Mr. Rivera discussed the procedures for the
review and approval of subdivisions in the county now that the County
Planning Department has been eliminated. Mr. Rivera provided the members a
list of contacts at the Roads and Bridges Department who are now assigned
the duties of subdivision review. Mr. Rivera took questions from the
chapter members on various topics concerning county subdivisions.
Mr. Rivera informed the chapter
that the county commission was considering abolishing the office of County
Surveyor. The members discussed the pros and cons of abolishing the office
and what the chapter’s stance should be on the proposed abolishment. The
members agreed that a representative of the chapter should address the
commission at its next meeting and advise the commission that the chapter
was against abolishing the office of County Surveyor. Mr. Larry Drewes
volunteered to address the commission.
After discussing the final
preparations for the chapters 25th birthday party in September,
the meeting was adjourned.
The Chapter met on September 10,
2005 at 6:30 PM at the Great American Land and Cattle Company Restaurant.
This meeting was held to celebrate the 25th anniversary of the
founding of the chapter. We had twelve members and 3 spouses attend the
meeting. In addition we had six special guests in attendance. The special
guests included the state president of TSPS, Mr. Henry Kuelhem and his
wife. Also in attendance were Mr. Clifford Recer and his wife. Mr. Recer
was the state president of TSA in 1980 and presented the chapter’s charter
to the first president of the Paso Del Norte Chapter, Mr. Jerry Williams.
Mr. Williams and his wife were also in attendance.
Mr. Recer and Mr. Williams
discussed how the Paso Del Norte Chapter was started. Some of the original
members of the chapter, who were in attendance, also provide details about
the early days of the chapter’s existence. Mr. Kuelhem congratulated the
chapter on its 25th birthday and provided some details on how
TSPS has grown since 1980. Mr. Kuelhem also informed the chapter members
about the issues that TSPS is addressing at this time and invited them to
attend the TSPS Convention in Austin.
During the week of September 5 to
September 9, 2005, an election of chapter officers and directors for the
coming year was held via e-mail. The following are the Chapter officers and

Summary of meeting
discussions:
1.
Discussed the importance of
para-professional distanced learning. New licensed surveyors are in short
supply. Para-professionals often do not have the means to travel or the
time. This is the reason it is important that we create and assist programs
that can advance their knowledge in the field of surveying.
2.
Safety issues –
specifically rattlesnakes due to their increased movement at this time of
year. Also, Maxey Sheppard offered to lease or make arrangements for local
surveyors needing to use his traffic crush truck (intended for survey crew’s
working on busy highway’s).
3.
Asked for SURPAC donations.
4.
Asked for anyone that was
able to provide unique items for Ray Wisdom Picnic.
5.
Brought up need to setup
and have Chapter sponsored CEU seminar.
6.
Local chapter elections
will be held soon and email ballots will be sent to all registered members.
7.
Dues are being raised from
$175 to $245. Dues have not been increased in several years and the need to
do so was important to keep the TSPS running smoothly.
Summary of Guest speaker
presentation:
Richard Petree extended his
thanks from the entire staff at the appraisal district to the surveying
community for their assistance in resolving land issues in regards to tax
issues. He also provided a detailed explanation of the Taylor County
Appraisal district website. It has been built in cooperation with the City
of Abilene. It includes a GIS driven mapping program along with other
valuable information for surveyors.
Their website is being
mimicked in several surrounding counties due to it’s success in using the
latest technology available while keeping overall fiscal costs down for the
program. Visit their website at:

deed records can now be obtained through the internet. Call the Taylor
County Clerks office for information about who is providing this service.

CHAPTER 20 REPORT
We have not had a meeting
since the last report. We are working on a meeting with Gary Gilley but
have been unable to get a meeting date set.
All the surveyors in our
area appear to be very busy, but hopefully we can get a meeting within the
next month.
I welcome any of our
members to attend the TSPS Convention in October and hpoe to see you there.

YEAR END REPORT

At the January 11, 2005
meeting Mr. Joey Stanger, Chairman of SEFT and board member of TSPS,
presented a program regarding SEFT, TSFI and TSPS. Mr. Stanger presented
Chapter 23 with a Life Membership in SEFT.
At our March meeting, Mr.
B. F. Hicks, a well known Historian gave a very informative and interesting
historical presentation covering the Chapter 23 area.
In May, Dan Hampton, one
of our members, helped in the Dale Moore Field Camp for Senior Surveying
students at A. & M., Corpus Christi.
Chapter 23 sponsored a
Seminar in June presented by Mr. Ben Thomson, Director of Surveying, General
Land Office. The Seminar was well attended.
On the evening of June 8th,
members of Chapter 23 prepared a fish fry for about 30 persons at Tyler
Junior College Campus. This included 17 recent high school graduates of
students attending the Surveying Camp sponsored by Tyler Junior College
Surveying and Mapping program. The evening ended with Johnny Ingram being
recognized and presented a plaque for service to the Tyler junior College
Surveying and Mapping Program. Johnny serves as Chapter 23 representative
to the Advisory Committee of TJC, UTT.
At our July meeting, Patti
Williams, surveyor and Tyler Junior College instructor, presented the
program on the Texas Subdivision Law. She included particular detail as to
how the Cherokee County Attorney is trying to enforce the Law. At this
meeting, the Chapter voted to present gifts of $2,500 to TSFI and $2,500 to
SEFT. At this meeting, Dan Hampton reported that Chapter 23’s total
contribution to the Ray Wisdom Auction amounted to $4,800.
During the year, Antique
Surveying Equipment, previously used by the Jefferson Seminar was disposed
of as: SEFT – 2 sets of Compass and Chains (estimated value $5,000); TSFI –
1 set of Compass and Chain (estimated value $2,500); TSPS - 1 compass and
chain, (estimated value $1,800).
On September 13th,
Chapter 23 and Chapter 4 met in a joint meeting for the installation of
newly elected officers. Mickey Nowel, President –Elect of TSPS installed
the new officers, and called upon the members present to pledge continued
support of the officers in this leadership.

Secretary-Treasurer, Dan Hampton
