No new information to report
since the last TSPS meeting.
I will be attending the Spring
ACSM/NSPS Conference & Technology Exhibition on March 8 – 13, 2007 in St.
Louis, MO and will report on those activities after the meeting.

INFORMATION SYSTEMS
There has been no
activity by the GIS Committee since the last Board Meeting. Our committee
will continue to pursue the following three objectives for 2007:
1)
Work with
Membership Committee to recruit GIS members and investigate possible GIS
Membership Category.
2)
Work with the
Government Affairs committee to include GIS in the definition of surveying
and draft legislation regarding a disclaimer on certain mapping products
that appear to represent property boundaries (such as Appraisal Maps).
3)
Create GIS II
course for the 2008 Spring Symposium entitled “Managing your Surveying
Business with GIS”.

The last meeting of the Standing
Committee on Surveying (SCOS) was held November 02, 2006 at the Camp
Hubbard campus. The following TxDOT representatives were present.
John Wallis, Odessa District;
Darryl Zercher, San Antonio District; Jon Cox, Dallas District; Joe
Breaux, Beaumont District; Mark Caldwell, Atlanta District; Steve Schmidt,
ISD Division; Marcy Saenz, Design Division; Dean Wilkerson, ISD Division,
Jesse Cooper, Right-of-Way Division; and Judy Skeen (Sponsor) ISD Division
and myself.
Committee reports:
ROW Mapping Standard =
preliminary standards for MircoStation V8 level names and associated
attributes was distributed and discussed.
Pre-Certifications are
continuing, those applying without an RPLS are turned down.
One Map in Tyler has been
approved by TxDOT for scanning of ROW sheets.
Issues with MircoStation V8 and
GEOPAK 2004 are still being studied by ISD. The conversion of the
International foot to the US Survey foot is a possible problem.
A future chapter to the Survey
Manual covering electronic graphics is being considered.
A sub-committee was appointed to
study Survey software within the Department.
A study is being conducted about
the use of GIS to access ROW information.
Survey Conference was discussed
with a preliminary agenda and a revised vendor show format.
Scope of Services Survey
Contract is being revised with input from SCOS.
The next SCOS meeting is January
25, 2007; activities will be reported at the February Board meeting.

(TXDOT LIAISON REPORT ADDENDUM)
The last meeting of the Standing
Committee on Surveying (SCOS) was held January 25, 2007 at the Camp
Hubbard campus. The following TxDOT representatives were present.

Darryl Zercher, San Antonio District; Jon Cox, Dallas District; Joe
Breaux, Beaumont District; Mark Caldwell, Atlanta District; Steve Schmidt,
ISD Division; Marcy Saenz, Design Division; Dean Wilkerson, ISD Division,
Jesse Cooper, Right-of-Way Division; and Judy Skeen (Sponsor) ISD Division
and myself.
Interesting note, Dan Erwin,
RPLS, the former El Paso District Survey Coordinator is now working in the
Right-of-Way Division under Jesse Cooper.
Committee reports:
ROW Mapping Standard,
preliminary standards for MircoStation V8 level names and associated
attributes was distributed and discussed. The sub-committee of Jon Cox,
Mark Caldwell and Jesse Cooper are about have this finished and will be
presented at the conference. A standard is being developed as to what
information TxDOT must furnish the consulates, such as a Master Mapping
file, a Design file, and ROW file are possibilities.
Pre-Certifications are
continuing, one RPLS has been approved since the first of the year.

Dean Wilkerson reported that
graphic files for V8 are being modified, SMD files including scales and
text files have been modified.
A sub-committee is working on a
master Scope of Services for Surveying Contract, reported some progress.
Survey Conference program was
finalized. Dean Wilkerson reported that 9 of the 21 vendor booths had been
sold in just two weeks.
The Survey Coordinator Workshop
was discussed and a call for topics will be sent to all 25 districts.
A list of names was put together
for the replacement of Joe Breaux whose six year term is expiring.
The status of Provider
Evaluations and statewide data base was discussed by John Wallis.
The use of SIT and CST levels in
job descriptions within TxDOT was discussed by Darryl Zercher.
The next SCOS meeting is
February 22, 2007;
