TSPS Chapter 17 Paso Del Norte 1st Quarter Report

The Chapter met on Thursday, September 23, 2004 at 11:30 AM at Landry’s Restaurant for a lunch meeting.  We had 8 members in attendance.  We discussed the meeting schedule for the coming year and elected officers and directors for the coming year.  The following are the Chapter officers and directors for 2005:

President – Isaac Camacho, RPLS

Vice President – Bob Monroe, RPLS

Secretary/Treasurer – Larry Drewes , RPLS

Director – Jerry Cutts, RPLS

Director – Charles Gutierrez, RPLS

Director – Robert Siepel, RPLS

Director – James Whitaker, RPLS

Chapter Representative – Robert Siepel

The Chapter also discussed the pubic survey records that were previously archived in the office of ex-County Surveyor, Mr. Robert Pounds.  Mr. Pounds has moved to Las Vegas , Nevada and requested assistance from Mr. Steve Cobb, RPLS and Mr. Christian Clausen, RPLS to archive the public survey records locally.  The public survey records are currently archived in Mr. Clausen’s office.  Chapter members discussed the need to make the public survey records available to all surveyors, governmental entities, and the public.  The Chapter discussed scanning the public survey records and posting the records on the Chapter website.  Mr. Cobb and Mr. Clausen have already scanned some of the public survey records.  They requested any assistance the Chapter can provide to complete the scanning process.  Chapter members present agreed to provide time and materials to assist in the completion of the scanning of the public survey records and then post them on the Chapter website.  Chapter members also agreed that the archives of the County Clerk ’s Office are the best place for the public survey records, since there is no County Surveyor at this time.  Some of the members present stated that they had sometimes been denied access to the records in the County Clerk ’s archives.  The Chapter decided to form a committee to contact the County Clerk ’s concerning the public survey records.  The goal of the Chapter and the committee is to transfer the public survey records to the County Clerk and insuring access to the records in the future.  Committee members selected are Mr. Cobb, Mr. Drewes, and Mr. Siepel.

The committee met with staff from the County Clerk ’s Office on October 27, 2004 and discussed the public survey records.  The Clerk’s Office agreed to allow the Chapter to scan the records and post them on the Chapter website.  After scanning the records will be transferred to the custody of the Clerk’s Office.  The Clerk’s Office will set up a protocol to allow access to the records in the future.

During November, Mr. Cobb and Mr. Clausen continued to scan the public survey records.  As a set of records was scanned, Mr. Cobb turned them over to the Clerk’s Office.  In late November the scanner used to scan the records malfunctioned.  The scanning of the records was put on hold until the scanner can be repaired.

The Chapter met on Tuesday, December 7, 2004 at Leo’s Restaurant for our annual Christmas meeting with the Lower Rio Grande Chapter of the New Mexico Professional Surveyors.  The social hour began at 6:30 PM and dinner at 7:15 PM .  The two chapters discussed re-starting the Texas-New Mexico State Line Perpetuation Project after the first of the year.  We had a great meal, a raffle of prizes, good fun and fellowship with our colleagues from New Mexico .  We had 18 members and guests in attendance, including two students from the New Mexico State University surveying program.

The next Chapter meeting is scheduled for January 20, 2005 .
