To include a checklist that could be used by Client & Provider to determine the scope of the work, deliverables, procedures and anticipated levels of accuracy. Continue development of GIS curriculum for use by Education Committee Continue to monitor the relationship between GIS and Surveying industries Work with TBPLS after legislative session to create and adopt Rules for inclusion and exclusions This committee will work to accomplish the following specific objectives for 2007: Work with Membership Committee to recruit GIS members and investigate possible GIS Membership Category. Work with the Government Affairs committee to include GIS in the definition of surveying and draft legislation regarding a disclaimer on certain mapping products that appear to represent property boundaries (such as Appraisal Maps) Create GIS II course for the 2008 Spring Symposium. Texas Geographic Information Council (TGIC) Update: At the June 9, 2007 committee meeting, Gary Jeffress and Jack Avis reported on the February meeting of the TGIC. Discussions included web accessibility guidelines for publically available datasets and an update on the Texas Spatial Reference Center (TSRC). The TSRC has been granted $500,000 for the Texas Height Modernization project. Funding for this project has changed from being on a state-by-state basis to zones. Texas falls in two zones and is the lead for the Lower Plains zone (Mississippi will probably be the lead for the Gulf Coast zone). The Texas Natural Resource Information System (TNRIS) also funds this project. There is currently enough funding for the project to continue for at least the next year. The GIS Committee also discussed the need to have an official TSPS liaison on the TGIC board. Although there are currently two TBPLS liaisons (Coleen Johnson and Maxey Sheppard), and several of the GIS Committee members regularly attend the meetings, we feel like TSPS would be better represented with an official liaison position with full voting rights. I contacted Mike Ouimet, State GIS Coordinator about the possibility of this position. He is excited to have an open dialog with TSPS and feels like we will be a valuable asset to the TGIC; however there are currently no private sector members in their organization. After discussing the possibility with the TGIC Steering Committee in June, Mr. Ouimet reported to me that they are currently looking at restructuring their board. He will be conducting studies through the end of the year on different financial models that would cover the administrative overhead and support private sector members in their organization. TNRIS Update: An act was recently passed in the Legislature allowing for the creation of a fund for mapping Texas. The fund was intended to be subsidized by a $1 increase in the cost of filing deeds; however this portion of the bill was disputed by the real estate industry and did not pass. The fund now sits empty and the State has two years to convince the real estate industry of its need. The GIS Committee proposed contacting Mike Evans about the next joint TLTA/TSPS conference to see if we could have Gary Gilley present a program about the need for state-wide mapping and the value of the $1 filing increase. 2007 Salary Survey Review: The results of the first annual TSPS Salary Survey were published in the May issue of the Texas Surveyor. A review of the survey revealed that some of the questions were not worded correctly and more should be added for next year. Gary Jeffress offered to re-analyze the data to include the outliers that were removed from the original analysis. The results of that breakdown will be published in the July issue of the Texas Surveyor. The committee discussed ways to increase responses to next years survey. It was decided that in addition to offering the survey online, including it with the annual dues notice would be best. However, after inquiring about this possibility with Anne Glasgow, I have learned that this will not be possible. She suggested including it in one of the magazines. The committee will discuss this further at the August meeting as well as review questions to be added to the next survey. GIS II Update: Chapters 1, 2 and a portion of 3, as well as the Introduction are all completed. Jack Avis and Will Herring met with Shannan Carrozza on July 7 to discuss the course. It is still on track to be completed in time for the February 2008 Spring Symposium. Texas Geocaching Project: Ernest Cantu, coordinator of the NSPS Geocaching Project, contacted Bud Thompson in June to invite TSPS to join their nationwide project. Each state is being asked to sponsor its own geocaches. The caches should promote three things: the sport of geocaching, the site of the cache (should be related to surveying somehow), and the promotion of surveying as a viable career choice. The committee decided to write a letter to all TSPS chapters inviting them to participate in the program. The chapters would be in charge of selecting the sites for the geocaches and placing materials there. The GIS Committee would act as a facilitator with NSPS getting the caches information on the appropriate websites, as well as coordinating with university surveying programs across the state for material to put in the caches. After contacting department heads at all the surveying programs, Texas A&M University Corpus Christi (TAMUCC) and the University of Houston have agreed to supply material. Also, the committee would seek copies of the new Public Relations Committee material, including brochures and DVDs, to put in the caches. GIS/Surveying Student Project: The committee has decided to undertake a new project to promote surveying and GIS to school age students. Packages will be assembled based on grade levels and will have most of the materials that a chapter, company or individual would need to host a surveying/GIS presentation at a local school. Projects such as mapping a playground, topic specific scavenger hunts (ex: Biology class), and geocaching were suggested. TAMUCC has volunteered the use of 10 handheld GPS units, as well as working as a facilitator for packing the materials and sending them out. This Program In a Box will include the new PR materials, equipment (unless a total station or something larger was needed), and instructions for completing the project. GIS Disclaimer: The final committee objective for the year is to begin preparing legislation that will require a disclaimer on certain mapping products that appear to represent property boundaries (such as appraisal district maps). The committee decided to use a slightly modified wording of the disclaimer developed for Category 10 of the Standards. Input from Mark Hanna will be sought first, as well as the Government Affairs committee, the TGIC, and the Texas Association of County Appraisal Districts. Mr. Hanna has been sent the disclaimer, but has not yet responded. GIS News: The next quarterly meeting of the TGIC will be September 6, 2007. The Texas GIS Forum will be October 1-5th in Austin. Last year this event had several relevant geospatial workshops as well as keynote speakers and exhibitors. It was priced very economically and all papers and presentation materials were later available on their website. At the recent ESRI User Conference in San Diego, four Texas based projects were selected for Special Achievement in GIS Awards, including the Port of Houston Authority, Del Mar College (the development team included our own Dr. Gary Jeffress as Director of the Blucher Institute), the City of Midland, Texas, and STDB, Inc.
