WEST TEXAS REPORT
Not much to report this
quarter. I just found out this week that Chapter 10’s President, Cruse
Sudduth, is moving to Tyler to work with his brother’s survey firm. The
Chapter President office will be assumed by their current Vice President,
Craig Alderman. Chapter 10 plans to hold elections in September. I would
like to remind everyone that Chapter 10 and the Llano Estacado Chapter of
NMPS will be hosting their annual Gold Tournament and Seminar in Ruidoso,
New Mexico the weekend of August 4th and 5th. This
year’s topic is on Ethics and a New Twist on Corner Recovery.

NORTH CENTRAL TEXAS CHAPTER 2
May 15, 2006 Dinner Meeting
The May meeting was held at
Hoffbrau Steakhouse in Halton City.
The speaker was Mr. Garey
Gilley, RPLS, LSLS. Garey’s presentation was about new rules of the Board
and the Texas Height Modernization Program.
June 19, 2006 Dinner Meeting
The June
meeting was held at Sweetie Pies Ribeyes in Decatur, Texas
There was
general discussion about the upcoming Texas Height Modernization Seminar in
Arlington on June 23, 2006.
Davey
Edwards reported on Activities at the second quarterly board meeting in
Austin.
A motion
was approved to ask the TSPS board to move Wise County from Chapter 7 to
Chapter 2. Jerry Lehew wrote a letter with the request to Curtis Strong,
Chapter Activities Chairman, with copies to Mickey Nowell and Anne Glasgow.
July 17, 2006 Dinner meeting
The July
meeting was held at Razzoo’s Sundance in Fort Worth.
The guest
speaker was Angela Pereira, PE. She is a Director of The Texas Society of
Professional Engineers. Her presentation was on the Brooks Act and the
Professional Services procurement Act.
In
September, a joint meeting with the Dallas Chapter
at the Wyndhgam Arlington Hotel
is scheduled for installation of Officers. General Land Office Commissioner
Jerry Patterson will be the featured speaker.

DALLAS CHAPTER NO. 5
JUNE 2006
Dallas Chapter held their
June meeting at Cantina Laredo in Dallas, Texas. Mark Eder, Survey
Coordinator for the TxDOT Dallas District, spoke on TxDOT’s VRS GPS
network.
JULY 2006
The July meeting was held at
Cantina Laredo in Dallas, Texas. Randel Dobbs, P.E., R.P.L.S., a
Planning Officer with the North Texas Municipal Water District, was the
Guest Speaker and spoke on the wetlands project under construction in
Kaufman County.

Investigator, is scheduled to speak at the Chapter meeting to be held at
Cantina Laredo in Dallas, Texas.
SEPTEMBER 2006
September 12, 2006, Mr. Jerry Patterson, Texas
Land Commissioner, is scheduled to speak at a joint meeting with the Forth
Worth Chapter 2 and the Dallas Chapter No. 5 at the Wyndham Arlington Hotel,
1500 Convention Center Drive, Arlington, Texas. Mickey Nowell, TSPS State
President, is also scheduled to install the New 2006-2007 Officers for the
Dallas and Fort Worth Chapters.

DEEP EAST TEXAS CHAPTER 6
July 20, 2006
The
chapter board of directors held its quarterly meeting at the Red Onion
restaurant in Lumberton to conduct chapter business. The board agreed to:
In
other business, it was reported that registration for the upcoming chapter
annual regional surveyor’s seminar for August 5, 2006 at the MCM Elegante
Hotel in Beaumont was reaching 50 with two more weeks to go. It appears
that the seminar is on track to being another success.
Members also discussed the proposed rule
changes regarding monumentation of subdivisions and the use of electronic
seals. TBPLS board member and chapter member Nedra Foster gave a brief
summary on the proposed rule. The chapter board and committee members
present agreed that both rules were acceptable.
The annual sporting clay event is schedule for
Saturday, September 30th at the One in One Hundred Gun Club in
Lumberton.

-CHAPTER ACTIVITIES & MEETINGS-
I. Regretfully
our Chapter President, Cruse Sudduth, will be moving to Tyler to work with
his brother’s survey firm. He is leaving this month. Our current Vice
President, Craig Alderman, will assume the duties of Chapter President.
Currently we plan to have a meeting in August to request nominations for
next year’s president and we will hold elections in September.
II.
On August 4 and 5th
we will be hosting our joint annual golf tournament and seminar in Ruidoso,
NM with the Llano Estacado Chapter of NMPS. This year the golf tournament
will take place on Friday, August 4th, at Cree Meadows Golf
Course. The seminar will be Saturday, August 5th, at the Ruidoso
Convention Center. The course will be “Ethics: Responsible Charge and
Professionalism” and “A New Twist on Corner Recovery” given by Dr. Kurt Wurm,
BS, MS, Ph.D. This event promises to be a great time and chance to get out
of the summer heat while enjoying the mountains of New Mexico.
III.
Another up-coming event
will be our annual golf tournament here in Midland. We will hold it the
last weekend in October at Hogan Park Golf Course. More info to come later.

Our
Chapter has been conducting monthly Board Meetings and separate Dinner (or
Lunch) Meetings.
Since the Quarterly Board
Meeting this past June, 2006, we were able to have a Joint meeting with
Chapter 11 later in June and had TSPS President Mickey Nowell speak to us at
our July Dinner meeting.
Our Chapter has donated
$500 this month to the Women’s Auxiliary for the October Convention.

Chapter topics and discussions:
1. Both City of
Abilene and local TXDot are now without registered surveyors and it is
believed they do not intend to fill those positions. This indicates that
these entities will have to rely on the private sector from now on. At the
same time we lose a valuable counterpart to "grease the wheels" so to speak
with these organizations.
2. Governmental
Affairs is looking at amending trespassing laws in regards to surveyors (not
likely to happen), but NSPS is working on a Federal level law that can be
adapted by individual states.
3. Issues about
monumentation of subdivisions due to City of Abilene revisions to the
Planning and Zoning laws.
4. Possibility of
giving para-professional $150 to cover travel expenses to attend State level
TSPS business meeting.
5. Tentative time
frame given for trial run of revised Survey Math 101 course to local Chapter
18 members that are interested.
Action Items:
1. Need to get status
report from Riley Griffith on scholarship money to A&M.
Guest Speaker Summaries:
Mickey Knowles - State
level President of T.S.P.S.
Mr. Knowles discussed several
survey relevant issues that could have current impact on the surveying
profession.
Topics covered included:
1. The 2008 convention will be
most likely held as a cruise package and will probably cost close to what
most people pay for a trip to Austin with lodging and meals.
2. The board might be looking for
a dedicated person to go across the state in a recruiting capacity to bring
more high school and college level people into the fold. The board might
want to ask companies to donate money to cover the cost of an extra person
on the TSPS payroll.
3. The board is looking at
revising the current structure of the State level heirarchy to make that
branch leaner and meaner in regards to finance and policy making.
4. Governmental affairs is trying
to get a law passed that exempts surveyors from having to charge sales tax.
5. TBPLS had discussed making a
requirement that all party chiefs be CST certified but dropped the idea for
several reasons.
6. TX Dot awards extra points
towards contract awarding depending on the number and level of CST staff
within a company.
7. The S.I.T. forum on tsps.org
was created to help bring para-professionals together as well as being able
to interact with surveyors from different areas.
8. Governmental affairs is trying
to make the S.I.T. qualification a non expiring position for those people
that do not wish to pursue being a registered surveyor.
9. CST certification program -
possibility of creating a level 5 that would be specific to Texas and be the
labeled something to the affect of "Master CST".

Chapter 19 had a meeting
on Wednesday July 12, 2006 at Betos Cafe, Mercedes, Texas. We had an
attendance of 7 members, there where very exited for the seminar that we
are having down here.
Also
there
was an agreement in sponsoring a Hole of the Convention Golf Tournament
and a donation of $ 150.00 to the ladies auxiliary.

CHAPTER 20 REPORT
Our chapter has not had
much activity this quarter. We are planning a meeting in August to discuss
officers for next year. We will also discuss donating for the TSPS
Convention and also to the TSPS Auxillary.

CHAPTER 21 REPORT
Chapter 21 had
its Annual Picnic, May 6, 2006 at the Leatherwood Ranch in Erath County,
Texas.
Bar B Q, from the
local Bar B Q place was served, the event is a family oriented, there was
a nice turn out and the weather was pleasant.
Chapter 21 met at
Erick Dumas' office in Cleburne, Texas, before the last board meeting at
the request of Don King, to get the views of the members about licensing
crew chiefs and changes being considered in the Surveyor In Training.
Chapter 21's next
meeting is scheduled for August 5, at 6:00 p. m. in Goldthwaite, Texas at
the Peabody Restuarant.
